Deposit
The agreement should explain the amount, permitted deductions and return process.
Inventory
Record quantity, condition, keys, furniture, appliances and existing damage.
Utilities
Identify the account holder, service type, registered residents, bill cycle and how actual consumption will be apportioned.
Agree these points at handover
- Where is the deposit held and when is it returned?
- What counts as damage rather than fair wear?
- Whose name is on each utility account?
- How are bills calculated and shared?
- Who handles urgent and routine repairs?
- How will the final inspection be recorded?
The move-in evidence routine
- Write the deposit amount and permitted deductions into the lease.
- List every room, item, key and appliance in the inventory.
- Photograph existing damage closely and in context.
- Record water and electricity meter readings on handover day. If the service holder must change, use the current utility application forms.
- Test appliances, hot water, air-conditioning and internet arrangements.
- Send unrecorded defects to the landlord in writing immediately.

The best deposit dispute is prevented on day one
A detailed signed record is far stronger than photographs with no context or an inventory created after a problem appears.
Mistakes that cause avoidable problems

Before handing back the keys
Getting the deposit back
- Give valid notice and agree the checkout/key-return date in writing.
- Clean to the agreed standard, remove belongings and repair tenant-caused damage.
- Repeat the signed inventory room by room with dated photos/video and final meter readings.
- Ask both parties to sign a checkout record listing keys, condition, readings and any disputed item.
- Provide the bank details and request return by the contract deadline. If the lease has no deadline, propose a clear short date (for example, 10 working days) rather than assuming a statutory universal period.
- Ask for the undisputed balance immediately and an itemised written schedule for any deduction.
A deduction should be tied to unpaid rent/charges or proven loss/damage for which the tenant is responsible. Fair wear and tear is not the same as damage. The landlord should not replace an old used item at the tenant's cost as if it were new without allowing for age and condition. Request invoices/quotes, move-in evidence and the calculation.
If unresolved, send a final written demand with the lease, registration, deposit receipt, inventories, photos, checkout and payment proof. The Housing Authority's Adjudicating Panel can determine qualifying private-residential-lease monetary claims up to €5,000; use the official rent-registration/dispute route and obtain legal advice where the claim or eviction issue is outside it.
Request a joint inspection, record final readings and condition, return every key and ask for the deposit calculation and repayment date in writing.
