Transferring Water and Electricity After Buying in Malta
Change the consumer and resident details on a Malta water and electricity service, record meter readings and prevent inherited account problems.
A property handover should include the water and electricity account, meter readings and settlement of the seller’s balance. Enemalta states that pending dues can prevent transfer to the new owner.
Coordinate the change of consumer with the seller and ARMS, photograph both meters at handover and confirm how residents are registered for the applicable service.
Handle utilities at move-in without inheriting confusion
- Photograph meter readings and serial numbers at handover.
- Identify the registered account holder and current consumer details.
- Agree in the lease or deed who submits each change and pays any deposit or fee.
- Use the current ARMS form or online route for the required change.
- Keep copies of identity, property, authorisation and submitted documents. Download the current documents from ARMS Application Forms.
- Check the first bill for readings, tariff, consumer count and arrears. Use the official ARMS Bill Calculator rather than estimating.
- Report any mismatch immediately and retain the case reference. Check ARMS Frequently Asked Questions for the current service and contact route.
First decide whether the account or only the billing arrangement changes
Consumer and resident are different concepts
The account holder and persons registered at the primary residence affect administration and potentially billing treatment.
Arrears matter
Require evidence that the outgoing account is settled or handled through the agreed completion process.
Readings protect both sides
Record the handover date and actual meter values.
Questions for the landlord, seller or ARMS
- Will I become the account holder or a registered consumer?
- Are there outstanding balances?
- Which tariff and resident count are currently applied?
- Who receives and pays the bill during processing?
- What evidence confirms the change took effect?
A key handover is also a meter handover
Record readings before anyone uses the property. Without a dated starting point, later bill allocation becomes harder to prove.

Do not assume an accepted form means every billing detail is correct. Check the names, readings, dates, tariff and consumer count.
